401K investment/Spending

Does anyone have any insight on investments or spending against Fee Schedule under a 401K plan?  We are allotted a fixed dollar amount and are having trouble spending the full allowance.  This is a good problem to have.  Any suggestions after audit and legal expenses?  Thanks.
