How do I explain to my CEO that he should not sign his own expense reimbursement checks?

My CEO believes that it is ok for him to sign his own expense reimbursement checks. I am the accounting manager for this defense contractor and I presented the internal control speech but he needs to see some documentation supporting my point. What documentation can I give him?
