My recommendation is Microsoft BI, which is free with Excel 2013 and can be displayed free on the web using the Microsoft BI site. It is the best self service solution I've used. I've been disappointed by Qlikview, you will need an IT to set it up, but I find the UI frustrating and we can't get users to use it. Tableau is a good alternative to Microsoft BI, if you are looking for static dashboards and have an IT team to set them up.
