Billing system for complicated revenue model

What's the best billing software that can automatically (non-manual) compute and prepare invoices for a revenue model that may be considered complicated? It is a professional service business that wants to go to a modified subscription model. It is also exploring if they can set it up as tiered packages so that the company will not lose money in case transactions/time spent is more than the projected number transactions/time in the package. Ex. A client may subscribe to the service for say....$4,000/month. The variable, which may fluctuate wildly, is the number of transactions per month that is processed by the company for the client. The company wants to have (example only) 50-100 transactions that will be included in this package. Anything over will either (still have not decided) be bumped to the next higher package price or billed either per transaction or per time spent on the excess transactions. Assuming they have a time keeping software that can interface with the system and they can determine the number of transactions processed, the only barrier that I see in this type of revenue model is the administration part of it and billing is the key. Any thoughts? Anyone got any experience on the billing side?

You could take a look at Recurly, Braintree and Zoura. I have only investigated a subscription billing options so far, and these seem to provide quite a bit of functionality.

May I suggest you look in detail at your requirements then start looking at software that may fit. Your note above seems to include a form of usage based billing/fixed fee, with different rules for overages within a billing cycle.

Try creating use cases for each kind of contract you may end up with. Don't forget about use cases to make adjustments (e.g. error in price, error in usage limits, credits for disputes or any other reason) .

Each use case may need its own "billing/revenue recognition" rule.

Regarding software, does your current system offer any functionality? Apart from the 3 vendors David mentions above, you could also look at AFS/Softrax.
