If someone is not on the company healthcare plan when they quit, are they eligible for COBRA?

I am not an HR expert or labor attorney. However, among other requirements to get COBRA, an employee must be participating in the employer's COBRA-eligible plan the day before termination. Also check the Federal DOL website as well as your State's DOL website. I can't believe an employee who is not on your health plan would be eligible, but one never knows...
