De-centralizated Purchasing

Hello, if you have de-centralized purchasing, how do you ensure purchase orders are completed for non-inventory items? Do you use manual purchase orders? If so, what are the controls you have in place? Do you have preprinted forms? Looking for ways to get rid of the manual purchase orders or create a process where the users create their own purchase orders. thank you.

Our POS system creates POs and we can run a report to see which ones are still open. If you don't have any sort of POS system to do the work for you, it will have to be manual. You can create a template in Word or Excel and email that to the people responsible for creating POs and have them use the same template. Not sure how your process works though.
