Are you going into the business of being a NOC or is this a element of your IT Department.

If its an element, look at existing NOC's where you can sub-lease space. Very cost effective.

It would be helpful to understand why a startup needs a NOC. We're a start up that is using a virtual private cloud for our IT - we don't need a NOC because the only thing our LAN has to do is connect our users to the cloud (e.g. Wireless Router, network hub and cable/DSN link to internet).

We've set up a virtual private cloud with Rackspace - all of our servers are hosted at Rackspace - they handle monitoring, backups, updates, etc. For us, this is a lot more cost effective than purchasing equipment and hiring people to manage it.
