If you want to do a lot of work yourself, Intuit has a service which is reasonably priced (Intuit.com). Another alternative is Paychex. Both prepare your quarterly federal and state payroll tax returns as well as W-2 at the end of the year.
If you have an accountant (which you should), he or she maybe able to make a recommendation.
I suggest you stay away from local payroll firms and new startups, you need to be able to discuss the handling of tips and proper reporting to IRS and your local state revenue department. Most services will want to escrow your taxes for each payroll and send the money when required by law. In the meantime they have use of your money. Here is where reputation is a high priority.
Paycom is a great payroll service I have used both Paychex and many other's, I have found Paycom to work the best for my companies needs.
Depending on the number of total employees and the complexity of variable hours worked each week, I suggest discussing with a National payroll company. we have offices in US and Canada and have used ADP for many years. we are very satisfied.
A very reliable and inexpensive company is KTBS Payroll. They are a MD based company and significantly cheaper than ADP. They also perform medical/ancillary insurance billing which marries well with their payroll division. A lot depends on the size of your operation.
One of my friends runs a very small operation and in his case, Wave worked very well for him. His one employee reported his hours electronically, my friend approved the hours electronically and that was it. My friend did not have to worry about providing W-2s etc at the end of the year. They took care of it all.

This works well if you and your employees are technologically literate and you're small. Once you start to get larger than other solutions start to make more sense. The advantage of Wave is that if you use it for accounting, then it all integrates together.
We opened a US operation and decided to use TriNet's services. they do anything regarding the payroll, all you need to take care is having the funds in the bank account. Some charge for their services % of the salary, some fixed price. TriNet charge a fixed price which is more reasonable in our case.
