I'm not quite sure the nature of the question, but perhaps my experience will help somehow. While I was a finance manager for a private school, the budget was largely based upon student's tuition and salaries. At the end of each year, the student's parents were asked whether they were returning the next year. This gave us a good idea of the revenue stream. From there we looked at the salaries and recurring costs needed to run the school. Objectives then could be determined when we calculated if there would be a surplus (usually not) or a deficit.
