Is there any company with international operations in India and France, but relatively small in size (3-10 people)? If there is no company purchase card available, how would you handle the purchases for the office and personnel? Any input would be greatly appreciated.

If I understand you question properly, the company does't supply credit/purchase cards to their employees.
If that's the case, you have three options:
Petty cash
Individuals use their own credit/reimbursed by company
Pre-payment of purchases
Each option has advantages and disadvantages.

Depends on the finance operations, legal structure and reporting.
It maybe one or a combo/hybrid of what Wayne recommended... and I will add a centralized purchasing option (whenever applicable) and just bill from the back end (either interco or straight billing). Don't forget that there are FX issues you have to deal with.
The bottom line for me is what is the best way to give the people the resources they need without sacrificing internal control. It also touches (as all my comments on expenses) on the quality of people and the culture you want to cultivate.
