Payroll/Human Resource Management systems

We're unhappy with our current payroll/HRM system and are looking to make a change. We want a cloud based system and am looking for recommendations from the community. The ability to handle Canadian payroll would be a plus, but not a requirement.

Please identify what the short comings of your current system are? Identify the top 5. Verify with your current vendor if this functionality is available in the current release of your software. What is the TCO with upgrading vs. replacing? Ripping and replacing is a #$%^.

I would like to build off of the questions Joe Fishback raised.
Your unhappiness needs to be explained, because the factors could be one, some or all of:
1. functionality
2. compliance (with tax updates etc)
3. technology
4. support + training
5. cost (not just annual maintenance, but all related costs)
6. vendor reputation/instability.
7. dissatisfaction with vendor relationship (good product but lousy people, or the other way round?)
