This depends on the vendor that you select but most vendors have robust backup and restore capabilities. Because this is so critical to their business, I would argue that cloud vendors provide BETTER backup and recovery capability than most companies do on their own. For example, in the Metropolitan New York area, it is not uncommon for companies based in Manhattan to use backup centers across the river in New Jersey. During Super storm Sandy, both downtown Manhattan and New Jersey lost power - so this backup strategy was not very effective. Cloud vendors are more likely to have backups centers in different geographic regions. Larger vendors will have multiple backup centers.

Two questions to ask your vendor are (1) What is your recovery point objective (RPO) and (2) What is your recovery time objective (RTO). The former question tells you how often they take backups (the smaller the RPO, the more frequent the backups) and the latter question tells you how long it will take them to recover from a system outage. Again, the smaller the number, the faster their recovery time. Both numbers are measured as units of time: minutes, hours or days.
