I am wanting to start working from home as a full charge bookkeeper. I want the ability to handle 4-5 clients and maintain their records but have quick and easy access not only at home but at the client's site. What is the best way to handle something like this without spending a fortune in start up fees? Thanks

Assuming you are a bookkeeper, become certified with Xero and/or Quickbooks (the two leaders in the smaller company on-line accounting system space).
Create a business plan.
Then approach clients.
