I don't have a good recommendation for you, but I think some more detail on what you are looking for the ERP to do, would be helpful. By definition, an ERP is luxury suite that consolidates things like general ledgers with procurement, ops data, payroll etc.
So in general, I would not classify an ERP as a low budget solution. It's in fact the opposite, a high budget multi-faceted solution when your scale demands cross-functional efficiency. If you are in a low budget situation, you may want to evaluate low cost or even free solutions for each of your unique needs, and then throw human assets at consolidating and reporting as needed. It's not ideal, but it may be significantly cheaper depending on your needs and the complexity of your business.

Can you provide a little more info (that is not confidential). such as:
1. Manufacturer or distributor? What type of manufacturing process?
2. Single or multiple locations? Single entity/company or multiple?
3. Single or multiple currencies and VAT/sales tax compliance needs?
4. Language for users and online help-English or other(s)?
There are a number of small business ERP companies out there that can handle much of the order management, MRP, inventory, billing/AR, AP and GL, and I would not call them luxury suites. They are not that expensive. However, if you tried a tier 1 ERP solution, that could well be a luxury (or a disaster!!).
But you still have to make a business case for the investment. It's also important to evaluate if the company is ready to take on an ERP system; if you are too small and lack the people skills to work with a business software package, then wait until the organization and its processes mature.
