What are some of the best free online marketing tools for small businesses?

There are so many aspects of a successful Marketing Mix, I.e. advertising, personal sales, collateral material, event marketing, referral source marketing... I have not seen a free resource that can help develop a complete program successfully. The best resource I have found for a small business is a college Marketing student. Not free, but if managed correctly, the benefits will vastly outweigh the expense.
