What do you consider to be the best project management program out there?

Most people use Msft Project. There might be better but I have worked with many companies and this is what they tend to use everywhere.

MS Project is heavy-duty project management software, handling task dependencies, time and resource management, critical path, etc. However, I don't believe that out of the box it addresses other aspects of projects like issue logging/tracking, collaboration and document/deliverable management. There are other solutions that offer lightweight project management functionality but add in these other elements to create a complete solution. One that I'm aware of and seems to be pretty well accepted by some large companies is PieMatrix, which provides a SaaS solution so there is no software to deploy, and everybody on a project team can access the same information on-line.

To add to Reed's comment, PIEmatrix is great for process focused projects where best practices and good standards are important for getting the work done right.

Primavera is another good project management solution commonly used in the construction industry.

Mind Tools has a very robust suite of solutions - one being an awesome project management tool that provides all of the elements and reports that a good PM needs in his/her toolbox. And it integrates with Microsoft project. Check it out with a free trial. Www.mindtools.com

Frankly I think that the MS Projects, etc. of the world are way to complicated and do not lend themselves to engaging the entire team, while offerings like Base Camp are not enough. I have been using SmartSheet. Check them out at www.smartsheet.com.

I would agree with Kevin. OpenAir is a nice product and it's ability to manage your bench and highlight what talent on your staff is the best fit for a project is ideal for today's tasks.

Many Project management tools only manage the projects. All too often we find companies lacking the ability to track over assignment of hours to staff. - Projects won't stay on schedule if everyone's booked 80hrs a week. OpenAir helps fill that gap.
