It is obvious that you aren't a finance professional, but simply if you are the company and you issued a 1099 to an entity for work done (and assuming they are not misclassified), you have fulfilled your legal requirement.

So, if the entity who received the 1099 didn't file or pay taxes due, it is their problem.
