Whose job is it to create KPIs?

Hi my name is Asim and I'm an HR Officer. Who is mainly responsible for creating KPIs?  Your insight is appreciated.

There can be many types of KPI's. Some will be determined by the CEO, others the COO/CFO, while others by different members of the C-Suite.

Senior managers may also develop KPI's to allow them to better manage expectations of their respective departments/resources.

It is, IMHO, no so much as who creates them, but how much work there is in capturing them and what you do with them once they are created.

KPI's can be extremely helpful, but also can be very disruptive.
